Justice Without Borders is a regional not-for-profit organisation that seeks to advance cross-border access to justice for victims of labour exploitation and human trafficking, even after they return home. Focusing on building access to civil and administrative remedies, JWB’s work covers key destination and source countries in the Asia-Pacific region. Strategically, JWB develops the knowledge, know-how and networks needed to make access to justice a reality for migrant workers, no matter where they happen to be.

The DD position will be part of the leadership team, helping to build the infrastructure needed to sustain JWB’s rapid growth across the region. This is an excellent position for someone looking to build a position and department from the ground up. The position reports to the Executive Director.
The position covers several major work streams. The successful applicant will have experience in most of these areas overall, and be willing to roll up their sleeves to learn the rest:
- Project management: Executing on JWB’s strategic plans
- Working closely with the Executive Director (ED) and Heads of Office, provide input on the organisation’s strategic plan, then operationalize with senior staff of each office.
- Meeting regularly with Heads of Office to ensure work plans are advancing. Work collaboratively to solve problems and identify needed resources.
- Driving organisational effectiveness, including ongoing improvement of operational processes, systems and workflows.
- Personnel and infrastructure
- Working with the ED and Board, formulate and drive the organisation’s talent management strategy. Aiming to build a highly engaged and professional team and workplace culture that is empowering, inclusive and supportive.
- Managing HR functions generally, including manpower planning and budgeting, performance appraisals, employee engagement, recruitment and onboarding.
- Serving as a regional bridge between offices, identifying opportunities and challenges across offices and guiding local teams to address these events.
- Implementing standard operating procedures for programmatic and administrative functions.
- Mitigating operational risk by reviewing existing infrastructure and making necessary upgrades.
- Supervising financial management and control functions, including preparation and delivery of financial performance reporting for the ED and Board of Directors.
- Gaining insights from the financial reporting to help steer the direction of the business, as well as identifying improvement opportunities.
- Identifying cross-departmental financial issues and opportunities and suggesting steps to address both.
Terms of Work
Duration: The position would begin as soon as possible upon hiring. It will include a trial period of 3 months, after which the position becomes ongoing.
Weekly hours: Full-time, some overtime may be necessary.
Remuneration: SGP 6,000 – SGP 7,400 / month gross, depending on experience.
Candidates should meet the following criteria:
- Based in and eligible to work in either Hong Kong or Singapore. (Singapore applicants must have PR or citizenship. We are unable to sponsor work visas or LOCs)
- Work experience and education
- Minimum 5 years’ experience in operations, HR, and/or management. Experience in the NGO or legal sectors a strong plus.
- Bachelor’s degree, with Master’s Degree preferred. Legal degree (e.g. LLM, JD, LLM) and background or MBA preferred but not required.)
- Work experience across multiple countries in the region a plus.
- Relevant experience in migrant worker issues or related field a plus.
- Management skills and experience
- Broad senior management experience, with proven track record in people, project, and financial management.
- Gender and cultural sensitivity—ability to see where others are coming from.
- Responsible and inclusive leadership style with the ability to inspire, motivate and manage a diverse team. Able to be a role model of leadership and values-based decision making.
- A team player with good interpersonal and collaborative skills, with empathy and a proven ability to “take others with you”.
- Ability to balance multiple projects / different priorities concurrently while meeting reporting deadlines.
- Financial management
- Familiarity with financial systems and accounting processes, experience with P&L management.
- Proven ability to grow a business and expand operations whilst dealing with budget constraints.
- Able to implement fundraising initiatives to increase capital and demonstrated ability to reduce costs without reducing operational effectiveness.
- Strategic thinking and implementation
- A critical and creative thinker, with a growth-mindset and the capacity to take reasoned risks, make mistakes, and learn.
- Results-oriented, resilient and self-motivated. Can work independently and multi-task under time pressure.
- Proven problem-solving skills – able to practically apply problem solving and analytical skills to identify process improvement opportunities.
- Ability to appreciate the nuanced nature of different regions and adapt and tailor country-specific operational plans in conjunction with regional leaders.
- Excellent interpersonal and English communication skills – oral, written and presentation skills – with the ability to communicate and influence at all levels both internally and externally.
- Language ability in Bahasa Indonesia, Tagalog, Cantonese or Mandarin a plus.
- High degree of proficiency in Outlook, Excel, Word, PowerPoint, and similar platforms.
