Douglas is an American lawyer and the founder of Justice Without Borders. An expert on international human trafficking, Douglas’s research and publications focus on the legal issues surrounding migration and human exploitation throughout East and Southeast Asia, including Vietnam, Mainland China, Taiwan, Japan, and South Korea. He has previously served as a Fulbright Legal Scholar at the University of Tokyo, as a legal fellow at the UN Inter-Agency Project on Human Trafficking (UNIAP) in Bangkok, and in numerous positions at domestic and international anti-trafficking NGOs in the United States and Japan.

An alumnus of Georgetown University Law Center, Douglas was previously an associate with the Center for Documentation of Refugees and Migrants at the University of Tokyo. He speaks Japanese and Mandarin Chinese.
